Duncan Henderson
Duncan Henderson is a Senior Civil Servant loaned to the Inquiry from the Treasury Solicitor's Department, which provides general legal services to government departments and other publicly-funded bodies. He has extensive experience of government inquiries, having been the Deputy Solicitor to the Three Inquiries, the Solicitor to the Zahid Mubarek Public Inquiry, the Secretary and Solicitor to the Scott Review and the Solicitor to the E.coli Public Inquiry.
Duncan was Inquiry Solicitor from August 2008 until November 2009, the Chairman is very grateful for Duncan’s contribution to the Inquiry which has been a very significant one.
Sara Carnegie
Sara Carnegie is a senior case lawyer on secondment to the Inquiry from the Revenue and Customs Prosecutions Office. She was called to the Bar in 1998 and has worked as an employed barrister at RCPO in both the general prosecution and Serious Organised Crime divisions since 2001. During this time she has prosecuted complex cases involving drug and excise importations, money laundering, corruption and VAT frauds
Sara took over from Duncan in December 2009 having been Deputy Solicitor to the Inquiry.
