Sir William Gage - Inquiry Chairman
The Right Honourable Sir William Gage was called to the Bar in 1963 and appointed Queen's Counsel in 1982. He was made a High Court judge in 1993, assigned to the Queen's Bench Division. In 2004 he became a member of the Court of Appeal, from which he retired in November 2008. On 21 July 2008 he was invited by the then Secretary of State for Defence, Desmond Browne, to be the Chairman of the Baha Mousa Public Inquiry.
Lee Hughes CBE - Secretary to the Inquiry
Lee Hughes is a Senior Civil Servant in the Ministry of Justice. He was Secretary to the Hutton Inquiry and to the Inquests into the deaths of Diana, Princess of Wales and Dodi Al Fayed. He has a background in legislation, as the lead official on the Protection from Harrassment Act 1997 and the Freedom of Information Act 2000. He was appointed CBE in 2004.

Sara Carnegie* - Solicitor to the Inquiry
Sara Carnegie is a senior case lawyer on secondment to the Inquiry from the Revenue and Customs Prosecutions Office. She was called to the Bar in 1998 and has worked as an employed barrister at RCPO in both the general prosecution and Serious Organised Crime divisions since 2001. During this time she has prosecuted complex cases involving drug and excise importations, money laundering, corruption and VAT frauds

Gerard Elias QC, Nicholas Moss, Patrick Halliday - Counsel


Gerard Elias is lead counsel to the Inquiry. He has been involved in many significant criminal cases and more recently in two major public inquiries. Nicholas Moss and Patrick Halliday are junior counsel to the Inquiry.
